I started using this when my kitten was 14-16 weeks old. Just the harness at first, with lots of loving and playing, taking it off after ten minutes or so, repeating five or six times a day.
Then came the great outdoors, and using a much longer leash than the one provided, she discovered a great deal of freedom along with safety.
Highly recommended - but only if you're willing to devote the time and care required.

This is a good set up of a harness. I can see that my cat feels comfortable walking in it, whereas it was difficult for her to walk in other harnesses that I've tried.

I'm very pleased with how easily our cat allows this collar to stay on almost indefinitely. Unfortunately she has yet to adjust to the leash for walking.

Terrific item. Our Sammy-cat is so happy to go outdoors and we're so happy she is safe! It's a win-win situation. She loves it and knows she is going outside when we pick up the harness.
