Lufenuron is stored in the animal's body fat and transferred to adult fleas through their bite. Adult fleas transfer it to their eggs by its presence in the mother flea's blood, or by the larva feeding on pre-digested blood. This breaks the flea life cycle.
After biting a PROGRAM Suspension treated cat, the female flea ingests a blood meal containing Lufenuron which is subsequently deposited in her eggs. Lufenuron prevents flea eggs from hatching and developing into adults and controls flea populations by breaking the life cycle.

Great purchase.... works every time! We never have a problem giving it to the cats and they don't seem to mind eating it in their food. We have been using it for years and are totally happy with it.
Very effective in decreasing fleas by Playa Cat Mom from So. California06/28/2012
I followed up the Capstar with Program, and the amount of fleas has decreased, first because of Capstar, and then because of the effectiveness of Program. Highly recommend.

This is the only way to deflea my kitty girl. She will not take pills and the surface methods give her as much trouble as the fleas.

I struggled to control a flea infestion in my apartment last summer and that product really helped me a lot, especially combined with Advantage applied to the back of my cat neck
Seems to work by Trish from Lisbon Falls, Maine12/27/2012
I use this product with a lot of success on a semi feral cat that doesn't like to be touched. It's so easy to put it in her food. Haven't' noticed any fleas since I started using this.
Good purchase by sport12/08/2012
Fast shipping, great prices, EPA registered but one of the pouches of program was empty. Not Entirely Pets fault.
Doesn't work by Mandy from Maryland01/09/2012
Even after 2 months of use, the cats still have fleas. This product did not work at all.
Keeps Flea Eggs From Hatching by playa pet mom from Playa del Rey, CA10/27/2012
I used Capstar to kill the fleas on my cats, then follow up monthly with Program to keep flea eggs from hatching. While my cats do still have a few fleas, Program has really gotten a good handle on the flea population. There are no side affects like there are with the products that supposedly kill fleas - Frontline and Advantage- which make my cats really sick and gives them nervous tremors, and they don't do much toward getting rid of fleas.
Seems effective. by Georgie from Florida03/07/2013
I have 2 dogs and 2 indoor cats. The dogs brought the fleas inside. I used a leading topical flea product on the dogs and one of the cats. On my other cat (who has skin issues unrelated to fleas) I did not want to put anything on her skin so I used the oral susension Program. Most of the time, out of the 4 pets, she would be the only one whom we would comb and not find any fleas!?!? Novartis clearly has had some production issues, but I wish they would get the Program products back out on the market.
